“Peace through Strength” is the slogan of American militarists who want to increase spending on a military establishment that already outspends the combined budgets of America’s adversaries by more than 2 to 1.  Did the perception of American weakness induce the Japanese High Command in 1941 or the Al Qaida’s shura council in 2001 to plan and execute their respective attacks?  Or, ironically, was American strength the factor caused these adversaries to choose the particular means and timing of their attacks on the US?  Two cases studies test the “Peace through Strength” thesis.
